In 1982 the United States Government introduced the Prompt Payment
Act as a way to ensure that suppliers doing business with the federal
government are paid by the government in a timely manner, (FARS Clause
52.232-25).
The act states that failure by the government to pay suppliers and
contractors on time SHOULD result in late payment interest automatically
added to proper invoice amounts paid to the contractor.
However according to a report by the United States Government Accountability
Office* more than half of the contractors interviewed said they often
did not receive interest on payments they considered to be late.
